What structures in LA's will ensure this happens?

|Also, with SEN Statements if families did not agree with the final provision they could request that the Statement was finalised which then allowed them to make a submission to the SEN Tribunal.
I read that an EHC Plan will not be signed off unless all parties agree. What will happen in the case of disagreement? Can families request finalisation of the document to allow for ultimate arbitration at a tribunal?
